Effective August 1, 2025, Louisiana law requires online training before excavation or demolition work, in addition to calling 811. This guide provides the key information you need to comply and keep your worksites safe.
What’s Changed
The Louisiana Underground Utilities & Facilities Damage Prevention Law (R.S. 1749.11–1749.27) has been amended. Now, at least one person on every excavation or demolition site must complete Louisiana 811’s free online training annually.
Who Is Affected
This new law applies broadly to excavation and demolition projects in Louisiana. It is especially relevant to:
- Large projects that cannot be completed within standard timeframes:
- 20 calendar days for routine work
- 30 calendar days for agricultural, forestry, or marine projects
- All excavators and demolishers working in Louisiana
Exemptions include individuals already certified under Title 49 CFR Part 192 or 195 operator qualification program are not required to complete this training.
How to Comply
Complying with the new requirement is simple:

- Save your certificate – A digital certificate is issued upon completion and must be renewed annually.
- Keep documentation – Maintain proof of completion as verification of compliance.
Failure to Comply
Not meeting the training requirement can result in:
- Fines and penalties under Louisiana’s Dig Law enforcement provisions.
- Project delays if a site is found non-compliant.
- Increased liability in the event of damage to underground utilities.
Additional Considerations
Beyond completing the online training, keep in mind:
- Notification timing: You still must call 811 48–120 hours before starting work (excluding weekends and holidays).
- Safety culture: Compliance isn’t just about avoiding penalties — it’s about protecting employees, communities, and infrastructure.
